Residence permit fees in Türkiye for 2026
Short answer
In 2026 a residence permit costs two separate payments: the residence permit fee (ikamet izni harcı) and the document fee for the card (belge bedeli). The card costs 964,00 TL for everyone.[2][4] The fee depends on your citizenship: Göç İdaresi lists many nationalities in a country table with amounts in US dollars, and says the TL tariff applies to citizens of countries in no group of that table, naming Serbia, Fiji, Norway and the Northern Mariana Islands.[4] Under the TL tariff, the first month is at most 3.359,90 TL and each further month costs 2.232,30 TL.[1] Some people are exempt from the fee by law, some nationalities are exempt under reciprocity, and children under 18 pay half the fee.[3][4]
Tariff year: 2026 (1 January to 31 December 2026). The amounts on this page come from the 2026 tariff, which is in force from 1 January 2026.[1][2] Do not use them for 2027. We will update this page when a new tariff is published in the Resmî Gazete.
2026 amounts
| Item | 2026 amount | Legal basis |
|---|---|---|
| Residence permit fee, first month: per day | 348,10 TL | Law No. 492, tariff (6), part III-1[1][3] |
| Residence permit fee, first month: minimum per permit | 653,70 TL | Same[1][3] |
| Residence permit fee, first month: maximum per permit | 3.359,90 TL | Same[1][3] |
| Residence permit fee, each month after the first | 2.232,30 TL | Same[1][3] |
| Document fee (residence permit card) | 964,00 TL | Muhasebat Genel Müdürlüğü Genel Tebliği No. 97, Art. 3(1)[2] |
The fee amounts come from the General Communiqué on the Law on Fees, Serial No. 98 (Resmî Gazete 31/12/2025, No. 33124, 5th Mükerrer).[1] The card amount comes from the General Communiqué on Valuable Papers, Sequence No. 97 (Resmî Gazete 24/12/2025, No. 33117).[2] Göç İdaresi publishes the same amounts.[4]
How the fee is calculated
The tariff charges by time:[1][3]
- First month: 348,10 TL for each day, but never less than 653,70 TL and never more than 3.359,90 TL.
- Each month after the first: 2.232,30 TL.
- Part of a month after the first month counts as a full month. For example, 2 months and 5 days after the first month are charged as 3 months.
Simple arithmetic shows that 10 days at 348,10 TL already exceed the 3.359,90 TL maximum. So for a permit longer than one month, the first month in practice costs 3.359,90 TL. The tariff does not say how many days make up “one month”, so we do not calculate day-by-day amounts near that limit.
You do not need to calculate the fee yourself. Göç İdaresi says the amount you must pay is calculated in the e-İkamet system when you complete your application, and you can also check it on the application form.[5]
Worked example (our own calculation)
This is our own calculation from the tariff above. It is not an official calculation. The amount shown in e-İkamet for your application is what counts.
An adult who pays the general TL tariff and has no exemption asks for a 12-month residence permit:
| Line | Calculation | Amount |
|---|---|---|
| First month | Maximum for the first month | 3.359,90 TL |
| Months 2 to 12 | 11 x 2.232,30 TL | 24.555,30 TL |
| Residence permit fee | 3.359,90 + 24.555,30 | 27.915,20 TL |
| Card | Document fee | 964,00 TL |
| Total | 27.915,20 + 964,00 | 28.879,20 TL |
If the same person asked for 12 months and 10 days, the 11 months and 10 days after the first month would count as 12 months: 3.359,90 + (12 x 2.232,30) = 30.147,50 TL fee, plus 964,00 TL for the card (our own calculation).
For a child under 18 asking for 12 months, half of the fee would be 13.957,60 TL. The law halves the fee; it does not mention the card, so we show the card at the full 964,00 TL (our own reading and calculation).[3]
Who does not pay the fee (Law No. 492, Art. 88)
The law says a residence permit is issued without a fee to these foreigners:[3]
| Group | Who this means, in plain words |
|---|---|
| a | Students at Turkish schools or Turkish faculties |
| b | People who work only as correspondents for press and media organisations |
| c | Professors and specialists employed by the state, provincial special administrations, municipalities, state economic enterprises or official bodies linked to them, and their spouses and children who do not have their own jobs |
| d | People in financial hardship, when the authority that issues residence permits accepts this |
| e | Foreign nationals of Turkish origin who are attached to Turkish culture |
| f | Holders of a long-term residence permit |
| g | Victims of human trafficking |
| h | People who have a work permit or a work permit exemption from the Ministry of Labour and Social Security |
| i | Turquoise Card holders, their foreign spouse, and their own or their spouse’s minor or dependent foreign children |
About students (group a): Göç İdaresi explains that schools that do not count as Turkish schools, such as consulate schools, embassy schools and international schools, are not covered, so their students pay the fee.[5]
The card is a separate payment. Göç İdaresi states that no nationality is exempt from the document fee.[4] Article 88 speaks only of the fee. Our reading is that people in the groups above still pay the 964,00 TL card fee. This is our interpretation of the texts, not an explicit official statement.
Reduced fees
| Situation | Rule | Legal basis |
|---|---|---|
| Child under 18 | Half of the basic fee | Law No. 492, Art. 91[3] |
| Permit renewed because it expired | Full fee | Law No. 492, Art. 90[3] |
| Lost card is replaced | Half fee | Law No. 492, Art. 90[3] |
Göç İdaresi adds that when a card is lost, stolen or worn out, the card fee is charged in full and the residence permit fee is charged at half.[5]
Fees that depend on your nationality
Göç İdaresi explains that residence permit fees are set by the Ministry of Treasury and Finance, taking reciprocity between countries into account.[4] Its fee page has a country table with amounts in US dollars for many nationalities. It says the TL amounts above apply to citizens of countries that are in no group of that table, and it names Serbia, Fiji, Norway and the Northern Mariana Islands.[4]
- If your country is not in Göç İdaresi’s country table: the TL tariff on this page applies, unless your country is exempt under reciprocity. Göç İdaresi states that citizens of Czechia, Denmark, Ireland, Kosovo, Nepal, Sri Lanka, Syria and Turkmenistan are exempt from the residence permit fee under reciprocity. They still pay the card fee.[4]
- If your country is in the country table: the fee is set in US dollars, with one amount for the first month and one for other months.[4] Find your country and amount with our residence permit fee calculator. Göç İdaresi does not state which exchange rate applies when you pay; ask your Provincial Directorate of Migration Management for the amount in TL, or check the amount shown in e-İkamet for your application.[5]
- If you are a citizen of the Turkish Republic of Northern Cyprus (KKTC) or Palestine: Göç İdaresi’s page lists these countries both in the country table and as exempt, so we do not show an amount. Please ask your Provincial Directorate of Migration Management.[4]
The document fee of 964,00 TL applies to every nationality.[4]
Time spent without a valid permit
If you did not obtain a residence permit, or did not extend it, this does not stop the fee for the time you stayed beyond your permitted period from being collected. The law says this fee is collected with one additional multiple (“bir kat fazlası”), without a penalty or late interest.[3] This rule was added to tariff (6), part III by Law No. 4731.[3]
Göç İdaresi says the amount for an overstay differs by nationality, the length of the overstay and age, and that these amounts can be learned at the border gate when you leave Türkiye.[5]
A related rule applies if your permit was cancelled because of time spent abroad and you apply again within ten days of the notification: the Regulation says that a single-entry visa fee and the fee for the period between the cancellation and your new application are collected “bir kat fazlasıyla” (with one additional multiple).[7] See Refusal and cancellation.
Documents that do not carry a fee
- When you apply to extend your permit, you receive a document that is not subject to a fee. You may stay in Türkiye with it until a decision is made, even if your permit has expired.[6]
- The Residence Permit Application Document (ikamet izni müracaat belgesi) is not subject to any fee by itself.[7]
- If you move to another province and get a new card for the same permit type, Göç İdaresi says the period for which the fee was already paid is not charged again.[5]
How to pay
According to Göç İdaresi, you can pay the residence permit fee and the card fee:[5]
- online in the e-İkamet system by credit card (virtual POS),
- at tax offices that collect non-recurring taxes, or at Ministry of Treasury and Finance cash desks,
- at the contracted banks Ziraat Bankası, VakıfBank and Halkbank, by giving your application number.
| Payment item | Bank code |
|---|---|
| Card fee | 9207 |
| Residence permit fee | 9233 |
| Visa fee | 9234 |
For first applications, transfer applications and extension applications, the fee and the card fee must be paid before your appointment date.[5] If you paid online, you can download the receipt once with “Alındıyı İndir (PDF)”. If you could not, you can get it from https://spos.gib.gov.tr/Spos/Sorgu with your accrual (tahakkuk) number.[5]
Keep your fee receipts. Göç İdaresi explains that the application document and certified copies of the fee receipts allow you to leave and re-enter Türkiye while your application is pending, as long as you stay within the permit period you applied for and each trip abroad is no longer than 15 days. If a trip is longer, the general visa rules apply when you return.[5][7]
